Tourism cluster project is realized on the principles of public-private partnership, which proved its effectiveness in the world practice.

Through the JSC NCR the State is financing the creation of an internal engineering and transport infrastructure, including the ski one on the territory of the special economic zones. Private investors provide financing of the construction of hotels, cottages, apartments, chalets, catering and other facilities of the hotel and the tourist and entertainment infrastructure, commercial real estate.

The key tasks for the Company are:

establishment and proper maintenance of the infrastructure needed for the operation of SEZs in the tourism cluster;

using the international ski and tourism infrastructure creation practices and integration of advanced technologies;

optimisation of public participation in the project by increasing the amount of attracted extra-budget investment and reaching investment attractiveness of the tourism cluster resorts and, consequently, self-repayment;

implementation of the media strategy to promote the project in the internal and external information spaces and creation of positive environment in the regions of the project.

As a management company JSC NCR:

ensures the operation of infrastructure facilities of the SEZ and other facilities intended for operation of the SEZ;

attracts residents and other investors in SEZs, including for creation of the SEZ infrastructure facilities;

develops the site planning projects of the SEZ and submits them for approval to the competent authority in accordance with the legislation of the Russian Federation;

carries out any other functions stipulated by the legislation of the Russian Federation and agreements on the management of the SEZ.
